City Council Reviews Police Work, Cemetery Expansion, and Infrastructure Projects

Vermilion City Council met Monday evening at the Municipal Court Complex, addressing several key items including ongoing infrastructure work, cemetery limitations, police recognition, and updates from the Erie County Budget Commission that could impact local tax revenue.

The meeting opened with approval of minutes from the July 21 session. No residents signed in for public comment, but two previously raised issues were acknowledged. Council noted that questions about golf cart usage on Liberty Avenue have been referred back to them for clarification. A separate request regarding pedestrian safety in the same area would require a $10,000 traffic study, which council may consider during future committee meetings.

In committee reports, the Zoning Board of Appeals was noted to have ruled on four items during its July 22 meeting. Two were approved, one denied, and one delayed for further information. The board is scheduled to meet again on August 26. Main Street Vermilion, Planning Commission, Parks and Recreation, and other city committees also reported upcoming meetings scheduled throughout August.

Mayor Jim Forthofer praised the Vermilion Police Department and Detective Sergeant Scott Holmes for their swift investigation into the July 23 drive-by shootings on Brownhelm Station Road. Arrests were made with the assistance of neighboring jurisdictions, and the mayor credited the department with restoring a sense of security to the affected neighborhood.

In other matters, Forthofer reported that Maple Grove Cemetery is nearing capacity for traditional burial plots. The city will begin installation of a columbarium, a wall-like structure that will provide space for 72 urns. The measure is intended to accommodate increasing demand for cremation while ensuring residents have options to remain interred locally.

Service Director Tony Valerius announced that milling will begin Wednesday on Sunnyside Road. The road will be closed to northbound traffic for an estimated 60 days. Southbound access will remain open, with a traffic zone and detour in place.

Finance Director Amy Hendricks reported that final financial data for 2025 is nearly complete. She also shared a notice from the Erie County Budget Commission, which is inviting city officials to attend meetings on August 25 through 27. The commission intends to discuss 2026 budget projections and potentially reduce future property tax levies based on perceived surplus. While the Ohio governor vetoed earlier legislation allowing this change, the General Assembly may revisit the issue this fall.

City Engineer Chris Howard updated council on progress in Vermilion-on-the-Lake and surrounding areas. Sanitary sewer laterals have been installed on Claremont, Edgewater Boulevard, and Overlook. The Edgewater waterline replacement is nearly complete, with pressure testing and disinfection underway before final lateral connections. Paving in Lighthouse Estates Phase 4 is ongoing, with crews expected to work late into the evening for saw cutting and finishing.

Three pieces of legislation were read. Council passed Ordinance 2025-46, adjusting current appropriations and updating the city’s 2025 certificate of estimated resources. Two other items — one involving interim building inspector pay and another modifying the city’s sidewalk program — were moved to third reading.

The meeting concluded with announcements of the next council committee session scheduled for August 11, followed by the next full council meeting on August 18, both at 6:00 p.m.
