At Monday’s Vermilion City Council meeting, Council President John Gabriel opened with an unusual reminder: asking anyone carrying a firearm to return it to their vehicle unless they are a law enforcement officer.
The statement followed an incident reported after the Nov. 3 council meeting, when officials learned that a citizen attending the session may have been armed inside the municipal complex.
Detective Sgt. Scott Holmes, who is set to become the city’s next police chief, confirmed that the report was accurate but said no disturbance or confrontation occurred. Holmes explained that the individual appeared unaware of the restriction, which prohibits civilians from carrying firearms inside government buildings under Ohio law.
“There was no issue during the meeting,” Holmes said. “It was simply brought to our attention afterward, and the council president wanted to make sure the public understood the rule going forward.”
Holmes said the matter was handled internally after the meeting and did not involve any enforcement action. Gabriel’s brief announcement at the start of the Nov. 10 session was described as a precautionary clarification meant to reinforce existing safety policy and prevent misunderstandings. Two uniformed officers were also present during the meeting to ensure safety.
The meeting then proceeded with regular business, including discussions on board appointments, city finances, and infrastructure updates.
