March 28, 2025 – Elyria, OH – The Lorain County Board of Commissioners convened Friday morning to discuss a range of county matters, including infrastructure improvements, legal agreements, and public transit initiatives. The meeting, which was live-streamed on YouTube, followed the standard agenda of resolutions, public comment, and board business.
Key Resolutions and Approvals
The board addressed routine financial matters such as investments, appropriations, transfers, and requisitions. Commissioners also reviewed bills and travel-related expenses before moving into discussions on county administration and planning.
One significant item on the agenda was the authorization for the board president to sign documents related to Mercy Health-Lorain Hospital v. City of Lorain, a federal case in which the county is not a defendant but is required as a signatory for administrative purposes.
Additionally, an amendment to a previous resolution was approved, allowing the county administrator to oversee payments for Lorain County Healthcare vouchers, now including Anthem Vision coverage.
Infrastructure and Engineering Projects
The Sanitary Engineer’s office secured approval for the acceptance of sanitary sewers in Phases 1 and 2 of the Del Webb Hickory Greens Subdivision in Columbia Township, a development by Pulte Homes of Ohio, LLC.
The board also approved engineering contracts for bridge inspections and construction oversight. Notably, the county entered into a $25,290 agreement with Euthenics, Inc. to perform load rating analyses on four federal-aid truss bridges. Another contract, valued at $112,352, was awarded to K.E. McCartney & Associates for construction administration services on a roadway project in Elyria and surrounding townships.
Public Transit Planning
Lorain County Transit secured authorization to submit grant applications for federal and state funding to support public transportation projects in fiscal year 2026. The board approved the county’s updated Title VI Program, ensuring nondiscrimination in federally funded transit operations.
Additional Board Actions
Commissioners approved a subdivider agreement for the Orchard Meadows Subdivision in Elyria Township and authorized another contract with K.E. McCartney & Associates for a fully ODOT-funded construction project in Sheffield Township.
Upcoming Meetings and Announcements
The clerk announced upcoming hearings on April 1, including discussions on Community Development Block Grants and Foster Ditch projects. The board also reviewed highway use permits for Columbia Gas infrastructure projects across multiple townships.

With no further business, the meeting adjourned following a final round of correspondence. Commissioners will reconvene next week to continue overseeing the county’s financial, legal, and development initiatives.
