VERMILION — Voters in both Erie and Lorain counties approved a charter amendment on Tuesday requiring voter approval before City Council can authorize new tax increment financing (TIF) agreements.
The measure appeared as Issue 6 in Erie County and Issue 26 in Lorain County, representing the same proposal on both ballots. Together, the results show residents narrowly supporting the change to Vermilion’s charter.
The approved amendment will require any future TIF agreements—financing tools that redirect new property tax revenue from development projects toward infrastructure improvements—to be approved by Vermilion voters before taking effect.
Supporters said the change will bring greater transparency and accountability to city government. The amendment was introduced by the Concerned Vermilion Citizens group, represented by attorney Gerald Phillips.
Former Mayor Jean Anderson, who supported the amendment, said the outcome shows that residents want a stronger voice in how their tax dollars are used.
“Concerned Vermilion Citizens applaud the City’s support and endorsement of ‘We the People, and our right to vote,’” Anderson said. “People are keeping a closer eye on how our tax dollars are spent. We are a step closer to working together as we move Vermilion forward and focus on our priorities.”
While the amendment passed by a slim margin, it could face immediate legal challenge regarding its language and implementation. Once certified by the Erie County Board of Elections, the charter change will officially take effect, requiring all future TIF agreements to be approved by voters in Vermilion.
