Vermilion City Council met Monday evening to review several rezoning proposals, infrastructure updates, and upcoming public hearings. The meeting covered ongoing road and waterline projects, a planning commission appointment, and funding approvals, while hearing input from residents on proposed zoning changes.
Public comments: Homer Taft raised concerns over spot zoning involving properties along Liberty Avenue. He urged council to evaluate rezoning requests carefully and consider impacts on property values and neighborhood character before approving proposals.
Planning Commission appointment: Council approved Edward Leonard to the Planning Commission to fill the unexpired term of Jim Chapel through December 31, 2027.
Infrastructure and road updates: Service Director Tony Valerius reported the South Side Road Phase 3 project is nearing completion, with surface paving expected next week. City Engineer Chris Howard updated council on Edgewater Boulevard waterline work, Largemont Drive drainage improvements, and preparations for upcoming phases on Douglas Street.

• Ordinance 2025-50: Rezoning 6.55 acres from B-3 Highway Commercial to R-5 Apartment Residence with a cluster overlay
• Ordinance 2025-51: Rezoning 0.56 acres from R-5 to B-3 Highway Commercial
• Ordinance 2025-53: Amends mobile food service regulations within the city
• Resolution 2025R-9: Approved funding application for Highbridge Road Reconstruction, Phase 4
• Resolution 2025R-10: Approved funding application for Edgewater Boulevard Waterline Replacement, Phase 2
• Resolution 2025R-11: Tax rate certification discussion postponed until the September 22 council meeting
