Housing plans await further city approval
VERMILION — The Vermilion Municipal Planning Commission recommended zoning changes for a proposed residential development at the former Vermilion Middle School property during its Oct. 7 meeting, but the project has not received final approval.
The commission voted 3-0, with member Ed Leonard abstaining, to recommend that Vermilion City Council rezone approximately 10 acres at 935 Decatur St. from R-4 to R-6.
In a separate vote, members recommended reducing the minimum acreage requirement for R-6 zoning from 25 acres to 10 acres.
The developer, Yves + Vine 935 Vermilion Development LLC, presented a conceptual plan for approximately 80 homes, including ranches, row homes and cluster homes.
Representatives emphasized that the number of homes and the development’s layout could change during engineering and site plan reviews. The commission’s recommendations do not constitute final approval of the development.
The developer also reported receiving state funding to assist with demolition of the vacant school building, which contains asbestos. Demolition plans remain tied to the project’s progress through the approval process.
Commission members discussed emergency vehicle access, private streets, parking and long-term maintenance responsibilities.
Business development
In other business, the commission unanimously granted preliminary approval for a proposed commercial building at 1050 Sunnyside Road.
The project, presented by Burkholder’s Custom Construction LLC, would provide eight rental spaces in a building measuring about 11,000 square feet.
The spaces would accommodate small businesses, potentially including plumbing, heating and cooling, and vehicle-detailing operations.
Preliminary approval was contingent upon the applicant addressing requirements identified by city engineer Chris Howard.
Construction concerns
During public comment, resident James Spehar raised concerns about dust and tree clearing at a separate development site.
He questioned the city’s oversight of contractors and urged officials to better protect surrounding neighborhoods.
City officials acknowledged that dust continued after discussions with the developer. They said clearing was complete and the exposed ground would need to be stabilized.
