Monday’s Vermilion City Council meeting marked a significant transition as Council President Steve Herron was honored for 14 years of service, and Councilman John Gabriel was unanimously appointed to take his place.
During the meeting, council members paused to reflect on Herron’s contributions, describing him as a steady and principled leader who helped guide the city through numerous challenges. Several members praised his ability to maintain order and foster respectful discussion, even during difficult moments.
But not all parting words were offered with sentimentality.
Councilman Werley, who has drawn the ire of Herron since his first time speaking at council, offered a farewell that reflected the tension between the two:
“I just want to wish him the best in life… and it’s my sincerest wish that I never see him on this side of the dais again.”
The comment, delivered without hesitation, underscored a long-running rift. In May 2024, Herron banned Werley from accessing the city offices based upon his alleged behavior earlier that day. The ban was later lifted with Herron stating “After reviewing the facts…Werley DID NOT engage in behavior that resulted in a hostile work environment”
Herron’s final day as Council President will be April 30, 2025.
From Service to Succession
After returning from executive session, the council nominated and voted unanimously to appoint John Gabriel as the next Council President. He will be sworn in on May 1 at 8:00 a.m. at 5511 Liberty Avenue, and serve through December 31, 2025.
Meet John Gabriel
John Gabriel is a lifelong Vermilion resident with deep roots in public service. Us Air Force veteran, served as chairman of Grace Community kitchen for 7 years and is employed at ROMs Water Port.
This marks Gabriel’s second appointment as Council President. He previously stepped into the role in 2023, following the resignation of Monica Stark. Known for his level-headed approach and strong background in public safety, Gabriel has been seen as a reliable and steady hand during times of transition.
He was the only applicant to submit for the open position by the April 7 deadline.

Following his appointment, Gabriel said he was honored to continue serving Vermilion and looked forward to working with council through the year ahead.
