Another Housing Development Moves Forward as Vermilion’s Growth Accelerates

The Vermilion Planning Commission continued its steady pace of residential approvals on October 1, 2025, advancing another major housing project alongside several smaller property requests. It’s part of a broader trend that has some residents feeling the city is being packed tighter with each passing month.

Commission members Heather Shirley (chair), Joe Williams, Jeff Hammerschmidt, and Mike Cremean voted unanimously on four development requests during the meeting. Edward Leonard was absent. City Engineer Chris Howard, Service Director Tony Valerius, and Council Representative Jeff Lucas also attended.

Lighthouse Estates Reaches Final Phase

Developers of Lighthouse Estates Subdivision, represented by Randy Rossi of Cambridge Crossings Company, received final plat approval for Phase 4, encompassing 25 residential lots. Rossi said this phase completes the project and that remaining punch list items such as debris removal and signage will be finished within a week.

City Engineer Chris Howard confirmed he received the as-built drawings earlier that day, and the commission approved the final plat contingent on completion of all outstanding engineering requirements before the proposal advances to City Council.

Minor Property Line Fix on Portage Drive

A lot split and consolidation was approved for 5313 and 5319 Portage Drive, resolving a small boundary error between neighboring parcels owned by Carol Muzilla and Karin Hoover. Attorney James Peters said the adjustment involved only 0.005 acres, or about 21 square feet, and would not alter setbacks or require variances.

Estate Planning Leads to Lot Split on Cooper Foster

Property owner Thomas Palmer received conditional approval to divide land at 2010 Cooper Foster Park Road as part of an estate plan. The commission required Palmer to submit revised drawings correcting a minor frontage issue before final approval.

132-Home Subdivision Planned for South Woodland and Highbridge

The largest item of the evening came from Builders & Developers Co. Inc., represented by Richard Beran, who sought approval for a 43-acre subdivision south of Woodland Avenue and west of Highbridge Drive. Tentatively called Forrest Meadows or Forrest Glen, the project outlines 132 single-family homes priced around $425,000 and up, to be developed in three phases over three years.

The design includes underground utilities, concrete streets, and two stormwater basins. A 20-foot green buffer and homeowners association will maintain shared open spaces. Beran said the development may feature K. Hovnanian and Ryan Homes, both active in nearby Lighthouse Estates.

Resident Sandy Smith of Highbridge Road expressed concern over traffic, speeding, and emergency access, noting the rapid pace of new construction in the area. Beran said a traffic study found no major impacts, and speed-limit signage would be installed. City Engineer Howard acknowledged that Liberty Avenue’s high speed limit and limited sight lines remain a challenge, though a previous widening of Woodland Drive has improved emergency access.

Ongoing Expansion Raises Concerns

The October approvals mark the latest in a string of mid to large scale developments advancing through Vermilion’s planning process this year. While officials cite growth and modernization, residents increasingly voice unease about density, traffic, and infrastructure strain, worried that Vermilion’s once open neighborhoods are becoming crowded subdivisions.

The next Planning Commission meeting is scheduled for November 5, 2025, at 7 p.m. at the Vermilion Municipal Complex, 687 Decatur Street
