Vermilion Council Approves IT Contract Renewal, Tables Privacy Debate on Flock Cameras

Vermilion City Council met Monday, October 6, approving a three-year renewal of the city’s technology services contract while residents pressed concerns over a proposed surveillance camera system and local construction issues. Council voted 5–1 to approve Ordinance 2025-55, a contract with Lorain County Data LLC (LORCo) for IT support at a cost of $12,750 per month. The new agreement shortens the previous five-year term to three years and adds a 60-day termination clause.

Finance Director Amy Hendricks said the city relies entirely on contracted IT staff for network support, equipment maintenance, and cybersecurity. The agreement covers around ten departments, including utilities, finance, and public safety, and includes emergency response coverage 24 hours a day. Hendricks confirmed that an auxiliary police officer employed by LORCo helped oversee parts of the service contract but receives no compensation from the city for his volunteer role. Law Director Susan Anderson told council that this status means there is “no conflict of interest.” However, Ohio ethics law generally considers not only direct pay but also potential influence or financial benefit in determining conflicts, a distinction that could invite further scrutiny if questions continue around the city’s vendor relationships.

During public comment, Jim Luby of Overlook Drive asked for updates on the restoration of the 217 Overlook property, formerly used as a landfill. He said recent heavy equipment work left the land uneven and prone to flooding, and that a long-missing cleanout has yet to be replaced. Service Director Tony Valerius said the lot would be graded, top-soiled, and seeded once construction is complete and that the cleanout will be investigated further.

Resident Homer Taft urged council to table Ordinance 2025-61, which would authorize the city to contract with Flock Safety for automatic license plate readers at a cost of $36,000. Taft cited civil liberties concerns, warning that the data could be stored or shared improperly. “It’s premature and ill-advised,” he said, arguing the matter should wait until a new council takes office in January. Alec Bonawit of Brownhelm Station Road agreed, calling the measure “rushed” and asking council to let the incoming administration evaluate it.

Mayor Jim Forthofer introduced Lorain County Sheriff Jack Hall, who spoke about Issue 1 on the November ballot, a proposal to restore a quarter-percent county sales tax repealed in 2020. Hall said the levy would maintain current jail and sheriff operations, not raise income or property taxes, and generate about $14 million annually for law enforcement. He praised community-supported initiatives such as the Sheriff’s Frosty 5-0 ice cream truck and new K-9 units, noting that those programs were funded entirely through donations. Forthofer also commended the Vermilion Chamber of Commerce and Sandy Coe for organizing a record-setting Woollybear Festival, calling it “an exceedingly smooth event that showcased Vermilion at its best.”

Valerius reported that ODOT inspectors ordered the immediate closure of the Jerusalem Road bridge over Brownhelm Creek due to structural deficiencies. Temporary barricades are in place as the city seeks emergency funding for repairs. Hydrant flushing will continue through October, which may temporarily affect water color or pressure.

Hendricks presented preliminary 2026 temporary appropriations and requested small overtime increases for two funds. She also noted that Showse Park improvement funds have a remaining balance of $46,400 earmarked for completion before year-end. City Engineer Chris Howard said the Edgewater Boulevard waterline project is nearly finished, the V.O.L. sewer project is completing lateral work, and the 2025 road program is wrapping up on Nautical and Larchmont.

Council also advanced several other ordinances, including the second reading of amendments to the city’s peddler and solicitor rules and the first reading of new appropriations for early 2026. The final plat for Lighthouse Estates Subdivision No. 4 was approved for recording, while the Flock Safety contract remains under review.

The next committee meetings will be held October 20 at 6 p.m., followed by the next regular council meeting on October 27.
