Vermilion School Board Reviews Academic Goals, Facility Needs, and Long-Term Financial Forecast

The Vermilion Local School District Board of Education held a Special Meeting on Tuesday, October 14, 2025, in the Vermilion High School Commons. The session centered on two key areas: improving classroom instruction and reviewing the district’s financial outlook. Superintendent Wes Weaver, Treasurer Justin Klingshirn, and building administrators led presentations on academic progress, facility needs, and a bond levy that will appear on the upcoming ballot.

Instructional Core Plans and Student Support

Superintendent Wes Weaver opened the meeting by introducing principals who outlined their Instructional Core Plans for the 2025–2026 school year. These plans serve as each building’s roadmap for improving teaching practices, student engagement, and measurable learning outcomes. Principals emphasized the connection between daily instruction and the district’s broader strategic goals, highlighting both strengths and ongoing challenges in literacy, math proficiency, and behavior management.

Corrective Learning Center at Vermilion High School

Vermilion High School Principal Andrew Perry detailed the launch of the new Corrective Learning Center, a structured in-school program designed to reduce suspensions and keep students connected to learning. The center provides supervised academic support, allowing students who violate school policies to complete assignments, receive tutoring, and address behavioral expectations through targeted interventions rather than traditional exclusionary discipline. Perry described the effort as part of a districtwide push to combine accountability with support, aiming to maintain continuity for students while promoting better outcomes.

Experiential Learning Opportunities

Sailorway Middle School teacher Kendra Snook presented an overview of an overnight field trip to Cleveland that will give students hands-on learning experiences beyond the classroom. The trip, which received board approval, includes visits to museums, cultural sites, and career-related destinations designed to reinforce classroom content through experiential learning.

Treasurer’s Five-Year Forecast

Treasurer Justin Klingshirn presented the district’s Five-Year Forecast, projecting revenues and expenditures through fiscal year 2030. Klingshirn explained that while Vermilion’s finances remain stable in the short term, long-range projections show the district could face a cash deficit by fiscal year 2029 without additional revenue. He cited the continued increase in salary and benefit costs, inflation, and flat state funding as key factors contributing to the district’s tightening financial position.

Bond Issue on the Ballot

The board is moving forward with a bond issue appearing on the upcoming ballot to address long-term facility needs. The measure would generate roughly $47 million over 30 years to fund major building improvements, replace aging infrastructure, and modernize learning environments across the district. Klingshirn emphasized that the investment is intended to ensure Vermilion’s schools remain safe, efficient, and equipped to meet the needs of future students.

Community Engagement and Fiscal Planning

Board members emphasized the importance of informing and engaging the community as the district moves toward the bond vote. They discussed how clear communication about the project’s goals, financial impact, and long-term benefits will be essential in helping residents make an informed decision. Klingshirn noted that accurate forecasting and transparent planning are key to maintaining the district’s fiscal health while meeting the growing needs of students and staff.

Policy Updates and Donations

The board reviewed several policy updates and accepted more than $30,000 in donations, including $30,000 from the Madeleine Chapter #204 Order of the Eastern Star for school-sponsored field trips and $250 from Hermes-Parker Concrete for the Vermilion FFA program. Policy revisions received a first reading, including updates related to nondiscrimination, personal communication devices, special education, and extracurricular participation for community or STEM school students. Technical corrections were also reviewed to reflect changes in the district’s compliance officer.

Consent Agenda and Upcoming Meetings

Under the consent agenda, the board approved minutes from the September 8 regular meeting and authorized several personnel and program items. These included the 6th Grade NUHOP Outdoor Classroom trip scheduled for April 8–10, 2026, adoption of the Student Wellness and Success Plan for 2025–2026, and renewal of the agreement with Cornerstone’s In-School Grief Support Group, which provides emotional support services for students dealing with loss. The board also approved authorization for North Point Educational Service Center staff to suspend students enrolled in its programs when necessary and recognized the Vermilion Athletic Boosters as a district support organization under Board Policy 921.

Before adjournment, board members confirmed upcoming meetings will be held in the Vermilion High School Commons at 6 p.m. on November 10, December 8, and January 12. The meeting concluded with appreciation for staff presentations and continued collaboration between administrators and the board as planning continues for the district’s academic and financial future.
